The shortage of the flu vaccines this winter is a result of government "inefficiency and incompetence", Tory leader Michael Howard has claimed. Ministers say they have ensured more flu jabs are available this year, but admit there is a shortfall. In the Commons, Mr Howard said the "bungle" over the issue, as well as fears over energy supplies, showed the government was on the "skids".
